implemented watchdog July 1996
modified SLDPM to run a command every ten minutes that stores a time stamp in a VMS file
VMS batch job: “test_sldpm” (by Perl)
restarts automatically if VMS system is restarted
checks that the time stamp file exists and was updated in the last 20 minutes
alpha-pages Perl when a problem is detected
